Richard Sebalama, the Member of Parliament-elect for Bukoto Central was born in 1979 to Ndawula Silas and Nanyonga Betty.

He grew up in Bisanje, Masaka district. He went to St. Simon Nazareth Boarding Primary School, Kanabulemu, Rakai, Bukalasa Seminary and Namilyango College for O’level, then Jinja College for A’level.

Sebamala joined Kyambogo University for a bachelor’s in civil and building engineering, and later a master’s in institutional leadership and management at the Uganda Management Institute, Kampala branch.

He started working with Zzimwe Enterprises in 2002 as an intern, before starting his own company, Ddaki Technical Services in 2006.

Sebalama joined Iganga Municipality as a principal executive engineer in 2013, before retiring for politics in June 2019.

He contested for MP Bukoto Central on the Democratic Party (DP) ticket in the 2021 elections against the Vice-President, Edward Kiwanuka Ssekandi, on the National Resistance Movement ticket.

He was elected the deputy international relations officer (diaspora) at the DP re-union 2020 in Gulu with Norbert Mao being re-elected president. Sebamala is director of Bukoto Microfinance, Sebamala Foundation and Sebamala Agricultural Stores that help the poor and disadvantaged in Bukoto Central.
