The soldiers, led by Maj. Gen. Fred Rwigyema, deserted the NRA and launched an attack on Rwanda under the Rwanda Patriotic Force (RPF).

Rwandese-born Ugandan soldiers, led by then deputy minister of defense, Maj. Gen. Fred Rwigyema, deserted National Resistance Army (NRA) and launched an attack on Rwanda under Rwanda Patriotic Force (RPF). The desertion happened when President Yoweri Museveni, who was also Organisation of the African Union chairperson at the time, was on an official visit in Washington. Rwigyema was killed a few days after this attack.
