An inquest followed a report in The Crusader newspaper that the killings of four suspected Joseph Kony rebels in Gulu town were incited by Kazini and his aide Maj. Sula.

Today In History (August 26, 1996)

In a press statement from the Directorate of Public Relations (DPP), the UPDF Army denied that commanders of the 4th Division in Gulu, Col. James Kazini and his aide Maj. Sula had handed over four suspected rebel captives to a mob for revenge killing. The Crusader newspaper, in what it described as an eye witness account, alleged that the killings of four suspected Joseph Kony rebels identified as George Okello, John Otim, Bosco Odoki and Samuel Anywar;  who were killed by a mob in Gulu town on August 15, were incited by Kazini and Maj. Sula. The Army spokesperson, Lt. Topher Tugeineyo, argued that the press reports were "mere propaganda sowing seeds of despondency. The DPP maintained that the allegations were false, and that the rebels were captured from the outskirts of Gulu town, where they had burnt about 80 houses and looted.
