The oath of secrecy should be mandatory for everyone who works in UNEB to ensure that they reduce information leakage.



The NATIONAL council for higher education wants all employees of UNEB and everyone involved in the exams exercise to take an oath of secrecy to deal with exam leakages.

The Uganda national examinations bill 2020 proposes that only persons engaged in preparation, conduct and supervision of any examination may take the oath of secrecy.

The legal officer at the council Fiona Kunihira says that the oath of secrecy should be mandatory for everyone who works in UNEB to ensure that they reduce information leakage.

Kunihira informed MPs that in their experience sometimes information is not leaked by the supervisors or people involved in the preparation of the examination but a copy can easily be left at the photocopier and anyone will be able to leak that information.

The council deputy executive director Alex Kangume says that they would also be represented by two members on the UNEB board with one person representing the public universities and the other from private universities because both private and public universities have different needs.
