Museveni reshuffles army, appoints first female spokesperson

In a mini reshuffle announced on Saturday afternoon, Byekwaso becomes the first female army officer to be appointed army spokesperson.

Uganda People's Defence Forces Member of Parliament Brig Gen Flavia Byekwaso has been appointed the new Defence Spokesperson, replacing Brig Gen Richard Karemire.

Karemire on Saturday (August 1, 2020) confirmed the army changes. In a tweet Karemire stated, "Please join me to welcome Hon Brig Gen Flavia Byekwaso appointed the Defence Spokesperson following the end of my tour of duty. I have been assigned to EAC Secretariat as Defence Liaison Officer. I look forward to working on Integration as the solution for our strategic security."

In other changes effected by the Commander In Chief of the Armed Forces, President Yoweri Museveni also appointed Maj. Gen. Sam Kiwanuka has been transferred from Mubende Rehabilitation Centre and appointed Chief of Production and Welfare.  Maj. Gen. Moses Ddiba Ssentongo Chief Mubende Rehabilitation Centre, Maj Gen Hudson Mukasa-Chief of Staff Reserve Forces, Maj. Gen. Francis Okello Commandant National Defense College, Maj Gen Innocent Oula-Deputy Managing Director National Enterprise Corporation (NEC).

Maj Gen Don Nabasa the former Commandant of the Special Forces Command who had been sent for further studies has been appointed the Contingent Commander-AMISOM, Brig Gen Emanuel Rwashande is the new Chief Civil Military Cooperation.

Brig Gen Stephen Oluka has been deployed to  Operation Wealth Creation together with Brig Gen George Etyang.

Brig Gen Jeff Mukasa is the new Director Counter Terrorism while Brig. Gen. William Beinomugisha- 2/ic 2nd Division, Brig Gen James Kaija_Defense Advisor United Kingdom, Brig Gen Fred Karara is the new Defence Attache DA Sudan.

Brig Gen Christopher Bbossa is the new Defence Attache to China, Brig Gen Mike Kisame Defence Attachee Kenya, Brig Gen Joseph Balikudembe is the new 3rd  Div Commander, Brig Gen Simon Ocan Defence Attaché Switzerland.

Brig Gen Michael Kabango has been seconded to African Union Peace Support Operations Department, while Brig. Gen Felix Kulayigye has been sent to the Operation Wealth Creation Creation.

Brig Gen Mathew Gureme is the new Chief of Training and Recruitment, Brig Gen Tingira Irumba is the new Chief of Policy and Plans, Brig Gen Charles Asiimwe becomes the new  Commander National Counter Terrorism Centre while Brig Gen Richard Otto becomes the new  Deputy Chief of Military Intelligence.

Brig Gen James Nambaleis the new Defence Attachee to Turkey while Col Robert Ocama has been sent to Operation Wealth Creation. Col Bahoku Barigye is the new Defence Attachee to Cuba while Col Keith Katungi is the Commandant Military Police.

Byekwaso represents the army in the 10 Parliament having been elected in 2016. She was born on December 29, 1971, and attended St. Mathias Kalemba Senior Secondary School, in Nazigo, Kayunga District, for both her O-Level and A-Level.

She joined the army as a cadet officer in 2000. She is among the few senior female army officers in the army.
