Masquerading 'Police Commissioner' remanded

Grade One Magistrate, Doreen Karungi read two counts of personating public officers and obtaining money by false pretence to Johnson Owere.

KAMPALA - The Buganda Road Chief Magistrate Court in Kampala has charged and remanded a 62-year-old man to Luzira Prison for coning over 18 Police officers.

Grade One Magistrate, Doreen Karungi read two counts of personating public officers and obtaining money by false pretence to Johnson Owere.

Owere, a machine operator with Uganda Police Force, Directorate of Engineering and Logistics resides at Kisugu, Makindye Division in Kampala district. He denied all the charges.

Upon denying the charges, the state prosecutor, Elizabeth Nandala told the court that investigations in the matter were still ongoing, and hence requested for an adjournment.

"Your worship, investigations in the matter are still ongoing, we, therefore, seek an adjournment for mention of the case," Nandala said.

On listening to the state submission, the accused entreated court to grant him bail saying he was a widower and the only breadwinner to his six children.

"Your worship, may you be pleased and grant me bail, am a single parent whose wife died. I have six children to look after, yet am their sole breadwinner," Owere said.

However, the Magistrate declined to grant him bail saying she will hear his bail application in the next court seating.

 "I will be able to hear your bail application on March 13, 2020. You are therefore remanded to Luzira Prisons till then," Karungi ordered.

The charge

Prosecution purports that during the month of January 2020 within Kampala district, Owere falsely presented himself to be a person employed in the public service as a Senior Commissioner of Police (SCP).

It is further asserted that on January 31, this year, with intent to defraud, the accused obtained sh100, 000 from Assistant Inspector of Police Nicholas Madundu by falsely pretending that he will help him to be promoted to the next police rank, whereas not.

Police officers warned

The Kampala Metropolitan Police spokesperson, Patrick Onyango has warned police officers from being coned saying all promotions in police are through hard work and being disciplined.

"We want to caution all our officers not to be lured by cone men, promotions come automatically after your hard work, discipline and tenders in police are through competitive bidding and no short cut," Onyango said.

He added, "Over 18 officers have lost sums of money to Owere, but were declining to complain in fear to be charged and disciplined till one Madundu came up."

He concluded that if any other officers' fall victim again in paying for fake promotions will be arrested.
