Kadaga lashes out at district officials for soliciting bribes

The speaker of Parliament, Rebecca Kadaga has lashed out at government officials who solicit bribes in exchange for job offers.

Kadaga noted that the practice leaves out qualified persons, who would qualify for jobs and favors the less unqualified.

"There is too much segregation during the vetting process for job seekers," she noted.

The speaker made the remarks during the second Administrative Officers' forum organised by the Office of the President in Entebbe on Wednesday. The forum brings together administrators in government ministries, departments and agencies.

Kadaga further expressed that this leaves the districts with a vacuum which at the end of the day makes many of them none functional.

She appealed to the officers to recruit staff to be trained in Sign language.

"I have received reports where many Ugandans are unable to access medical services due to difficulties in communication with patients who are Deaf and Dumb," she said.

She said this makes it hard for patients to access proper medical service because medical workers can not effectively communicate with patients.

Kadaga further urged district officials to start using digital technology in order to identify and address key issues happening in their districts.

"The issues of drug stock-outs in health facilities are as a result of district administrators having no population growth statistics of their districts," she said.

The minister for the presidency, Esther Mbayo also asked the district officials to always work together for easy and quick service delivery in the country.

"It is your responsibility as Public servants to enable the Government to serve its people by providing professional services and listening to the public queries and acting upon them," he says.

She also asked district officials to always focus on effective and efficient service delivery other than lamenting all the time.

"We are aware of the challenges you face in your line of duties, however, I want to urge you to use the resources available in order to break the synergies within your districts," she said.

She also said in order to achieve Uganda's Vision 2040, district officials must coordinate and work as a team.
