We are not to blame for missed April salary - Gov't

The issue of civil servants missing their April salary was raised by David Abala (Ngora County), with a number of lawmakers saying their districts were equally affected.

KAMPALA- Minister of finance, Matia Kasaija has stridently pushed back against allegations by a section of lawmakers blaming Government for civil servants in a number of districts missing their April salary.
 
Kasaija told the House yesterday that "wages, salaries and other emoluments of civil servants get the first call on budget. Government can postpone anything but not salaries."
 
Kasaija told Parliament that funds for the current financial quarter have long been released and that if civil servants in the said districts are missing their April salary, the technocrats from the affected Local Governments are to blame.

Workers MP, Margaret Rwabushaija unsuccessfully sought to table on the floor of Parliament the names of districts she claims have been affected by the glitch on processing civil servants' salaries.
 
Rwabushaija averred that 78 districts have been affected.
 
Deputy Speaker, Jacob Oulanyah doubted the provenance and authenticity of the document saying the number of districts affected could not be ascertained.
 
Ministry of finance has over the years decentralised the payment of salaries and retirement benefits of civil servants.
 
However, quite often, technical glitches affect civil servants, some of them getting removed from the payroll without explanation.
 
The civil servants are routinely affected by this kind of glitches are teachers who often spend a lot of their meagre income on getting reinstated on the payroll.
