Kadaga warns public against blackmailing Parliament

Kadaga informed Parliament on Tuesday that following the release of the report last week; she has received intimidating and threatening letters from some members of the public.

KAMPALA-The Speaker of Parliament Rebecca Kadaga has warned some members of the public against blackmailing Parliament following the release of the report on the closed seven local commercial banks.

Kadaga informed Parliament on Tuesday that following the release of the report last week; she has received intimidating and threatening letters from some members of the public.

Kadaga said a one Sekabira Sekanyola, director of financial markets development in the Bank of Uganda had written to her a lengthy letter after the inquiry into the closed local commercial banks had been completed by Parliament.

Kadaga read excerpts from the long letter which mentioned that the report that has been read in Parliament was prejudicial. The speaker flipped through the lengthy letter but did not read the details but noted that it was blackmailing Parliament. She directed the clerk to send copies of the letters to all MPs.

"He, Sekabira Sekanyola is trying to blackmail us. No one can blackmail Parliament or the House, or the Speaker. I don't know this man. I have never talked to him or met him. The work of Parliament is done according to law. Let no one try to black mail us in performing our duties," Kadaga said.

Abdu Katuntu chairperson of the Parliament committee on commissions, statutory authorities and state enterprises (COSASE) on Thursday presented the report of COSACE into circumstances under which the central bank closed the seven local banks that attempted to improve access to financial services.  There are now 24 commercial banks in the country many of which are foreign owned and access to financial services is still low in the nation.

Parliament is expected to debate the report this week. The report calls for punitive against top individuals in the central bank who violated procedures into the closure and sale of the local banks.

Kadaga on another matter asked the Ministry of Health to provide water ambulances for communities living on Islands who are far away from good health facilities.  She noted that land evictions and individuals getting land titles where communities have lived for generations is  on the rise. She urged government to protect communal land owners against evictions by powerful individuals.
