49 Police officers sanctioned over insubordination

Majority of the officers operated at Kabalye Police Training School as trainers before they were transferred to other units

The Inspector General of Police, Martin Okoth Ochola, has directed all unit commanders not to deploy at least 49 Police personnel for refusal to attend the Trainers of Trainees (TOT) course.

In a directive seen by the New Vision, dated January 22, Ochola through the director human resource administration Assistant Inspector General of Police, Moses Balimoyo, warns that unit commanders who defy his order will equally be charged.

The list comprises of officers ranging from the rank of Assistant Superintendent of Police (ASP), Inspectors of Police (IP), Assistant Inspectors of Police (AIP), Sergeants (Sgts), Corporals (CPLs) and Police Constables (PCs)

They include; ASP Grace Azira attached to Kabalagala Police, ASP Peter Oyesigye from Kiruhura district, ASP Dickson Odongo of Kira Division, IP Eldad Mugisha of Kampala Metropolitan headquarters, Gastone Twinamatsiko from Buikwe, Dan Ampadde of  Kawempe Division Police, Emmanuel Luwuliza attached to Police Counter Terrorism Unit  (CT), Enos Wandibah from Greater Masaka region Gordian Kato, from the Field Force Unit (FFU),  Samuel Masaba of Kaliro, Caroline Alumo of CT attached to Jinja Police Central Station, Moses Cohen Acellam of  Kyegegwa, Charles Chuma of Kabarole, George Nyende of Kiboga, Ambrose Byamugisha from FFU, Julius Obura of Mukono, Charles Emadu of Sironko, and Patrick Oneka of CPS-Kampala.

Others are; Charles Kirunda and Moses Sekasi attached to Wandegeya Police Division, Fredrick Wasswa of Kaliro, Moses Bongo from Kabalagala, James Bamwesigye attached to Criminal Investigations headquarters in Kibuli, Livingstone Kalule of Masaka, Charles Mugerwa from  KMP headquarters, Charles Buyinza of Lira, Eliaza Oucha of Kaliro, Stephen Mbusa from CT, Wilson Tegule of Kabalagala, Christopher Olua of Iganga, Denis Wandera of Nsangi, Stuart Kanzira of Bushenyi, Moses Dramadri attached to Parliamentary Police, Paul Khaukha of Iganga, Stephen Opoka attached to Very Important Person  Police Unit (VIPPU), John Paul Ipurale of Sironko, Samson Kapere from Kabarole, Myres Kamukama of Rubanda, Sezi Bwambale of Kyenjojo, Joseph Angudezu Adiaa of Kakira, Robert Eyotu from Hima, Nobert Berutsya of  VPPU, Yonah Kanana from Mayuge, Julius Kagolo of Tororo, Zuwena Namaganda of Mubende, Brian Kawoire from FFU, Moses Vuciri of  Wamala region and Elias Kanyesiime of Entebbe.

"You are directed not to deploy the following personnel having refused to proceed on TOT course at PTS Kabalye," the message reads in part.

Ochola further notified the concerned unit commanders to make sure they deliver their personnel's files and APs to Police headquarters to be acknowledged by Balimoyo.

Sources in Police indicate that majority of the officers operated at Kabalye Police Training School as trainers before they were transferred to other units.

It is understood that that Ochola had recalled them to go back and attain some training before they resume training the trainees, which the officers have reneged on.
