​Parliament to track unfulfilled Presidential pledges ​

Committee chairperson, also the Obongi County MP Hassan Kaps Fungaroo said the committee scrutinises pledges made by the President, Prime Minister and Ministers, by following up on the extent of implementation. 

 

The committee is then required to report back to Parliament.

 

"The committee is apparently working on unfulfilled pledges and compiling its report covering the sectors of education, health, energy, works, and transport. All these reports need to be debated on so that MPs can have their input." Fungaroo said.

 

The opposition MP chairs the committee in order to play a watchdog role in as far as implementation of promises by the government is concerned, explains Fungaroo.

 

Fungaroo attributes government's failure to fulfill its promises to lack of consistency and coherent formula for solving problems.

 

During the committees' oversight role in Bunyoro regions, the communities and district leaders asked legislators to remind President Yoweri Museveni about the unfulfilled pledges and assurances he made over ten years ago.

 

The committee last recently traversed Mityana, Mubende, Buliisa, Hoima, Kibaale, Kiryandongo, Masindi, Kakumiro, Kagadi and Kikuube districts to ascertain if the presidential pledges have been fulfilled.

 

 

The comittee which is visiting different parts of the country to scrutinize Government officers on accountability to government promises is also supposed to interface with ministries where the projects fall."

 

 

Last month while presenting the report to Parliament, Fungaroo revealed that of the 92 pledges made by President Museveni, only 21 had been implemented.

 

"The report concluded that out of the 92 Government assurances in the sector of health and transport, 55 are broken promises. This represents 60% of total number of government assurances," Fungaroo explained.

 

Kiryandongo district: The Kiryandongo woman MP Hellen Kahunde said, "There have been persistent outcries demanding the President to fulfil his pledge of constructing of the Kigumba-Masindi-Hoima-Kyenjojo road financing for the Kigumba - Kabwoya section (135km), which has repeatedly been mentioned in the 2006, 2011 and 2016 presidential campaigns."

 

Kahunde said government has not allocated funds in the 2018/2019 budget for the construction of the road which is used by traders in Bunyoro sub-region to access markets in the Democratic Republic of Congo and South Sudan.

 

Kahunde said the president pledged to extend electricity power supply to Katurikire Town council in Kiryandongo district.

 

According to Richard Oruk, the Head teacher Karuma Primary School, his school has not been compensated by the ministry of Energy and mineral. Oruk said the dam project used nine acres of the school land to which Government promised sh500m compensation.

 

During the inspection to Kiryandondo general hospital, the legislators questioned why the facility administration block and staff houses are dilapidated state.

 

The Kiryandongo hospital medical superintendent, Dr. Godfrey Kisembo, told the committee that at the time of renovating the facility, he had not been posted to the Hospital. 

 

Kibaale district: In 2014, President Museveni promised to construct the 27k/m Kakumiro-Nkoko road but they have not been worked on, Christopher Sande Kyomya, the Kibaale Chief Administrative Officer (CAO) told MPs. He also pledged to provide electricity transformers and connect to the national grid in Kyanyi, Kasimbi, Imara, Bubango in Kibaale town council.

 

Kyomya said in 2014 the President pledged to construct the twenty seven kilometer Kakumoro-Nkooko

 

Masindi district: The pledge made by President Museveni ten years ago to set a university in Bunoyoro region was the major discussion.

 

According to Eric Musana, the Buyaga East MP, Western region has Mbarara University, Gulu and Lira have universities in the north, the East and central regions also have universties, but Bunyoro is the only region without one. 

 

The chairperson Masindi Hospital management committee Mohamood Bizingirane revealed that funds meant to renovate Masindi hospital was diverted for renovation of Kiryandongo hospital.

 

The committee visited Kabalega secondary school and found the structures dilapidated. The head teacher Andrew Tumwesigye said in 2011 President Museveni pledged sh200m for the school's reconstruction however the funds have not been received.

 

Buliisa district: The deputy Chief Administrative officer (CAO) Samuel Magambo said compensation and resettlement of communities affected by oil drilling in the Albertine Graben, the people had declined to accept the compensation of sh3.3 m per acre.

 

Kajara County MP Michael Kamugisha Timuzigu said people were promised to be compensated sh3m per acre in Buliisa district, which does not reflect value for money per acre," he argued.

 

Silas Aogon, the Kumi Municipality MP, said President Museveni pledged in 2011 that Hoima- Butiaba Buliisa road which has not been worked on.
