Local leaders warned against extortion

Chairpersons and all other local leaders of Makindye division have been warned against extortion of funds from the residents seeking for an LC stamp on their passport forms, saying it is illegal.

The mayor of Makindye, Ali Kasiye Nganda, sounded the warning to leaders, saying extorting small monies from their electorate in the guise of acquiring for them all the signatures and stamps for travel documents like passports is done at their own risk.

"In the past, some LCs have been taking money in the name of the Mayor, RDCs and LC5, assuring the electorates that they will help them acquire their passports," Kasirye told the 150 LC1 and LC2s at the Kabalagala Youth Centre in Kansanga.

He also told them to organise village council meetings in their villages as they need to know how many people are in their villages and their exact residences.

"Now that we have handed you the offices and responsibilities, we expect you to start by registering your residents," he told the leaders.  

Kasirye assured the leaders that Kampala Capital City Authority (KCCA) will organise and design official stamps for them and will also ensure that the leaders go through induction. 

The deputy mayor, who is also a resident of Makindye division, Sarah Kanyike, told the leaders that they should have knowledge of the law which will act as their guiding tool.

Kanyike told them to read the Constitution, the KCC Act 2010, and the local Government act as these will act as their instrument of power.

The leaders were also told to serve the communities irrespective of the political affiliation.

On their side, they pledged to serve the communities, saying will work with residents, KCCA and other agencies in order to fulfill their dream.

"In my first 100 days, I am going to ensure that roads in Bukasa are worked upon by KCCA, light installed among others," said Omala Yassin the LC 1 and 2 Bukasa Muyenga Hill Road.

Yassin said they have been mobilising communities with meagre resources to carry out works on roads in their communities now that they have been sworn in.

 During the swearing in ceremony, the Makindye Town Clerk, Godfery Kisekka, said one of the parishes of Wabigalo will stay without leaders for sometime as it is said voters turned rowdy during voting.

 Kisekka, who officiated at the swearing ceremony, said a later date will be communicated to the residents by the Electoral Commission.

He said after the election, these leaders will be sworn at the division head offices.
