Residents of the newly created Goligoli sub-county in Kibuku district on Saturday expressed disappointment when Jennifer Namuyangu Kacha, the minister of state for local government, failed to grace its official launch.
George Kasulu of Nangaiza village in Goligoli said it was regrettable that Namuyangu who is the area woman MP missed the function yet she fought for the establishment of the new sub-counties in Kikubu.
He said that even though Namuyangu sent an apology, her presence in person was more significant as she was the right person to directly inform President Yoweri Museveni of their joy.
"It would have been better for Namuyangu to attend in person rather than delegating Charles Kadyama (Kibuku LC5) who also had his own issues to present to the minister," Kasulu said.
However, Kadyama thanked the NRM government for being mindful of fulfilling its manifesto at the grassroots by the creation of administrative units to ease service delivery.
He said the challenge the new sub counties have is lack of accommodation structures for offices, health centre IIIs and secondary schools.
"This new sub-county of Goligoli which was carved out of Kagumu, has five parishes with only two primary schools, making a number of children dropout because of distance. Government policy is very clear that every parish must have a primary school and every sub-county is to have a health centre III and a secondary school," Kadyama said.
Jonah Magino Bote the Goligoli LC3 chairperson said there is an urgent need to construct a health centre in Goligoli sub-county whose residents from the parishes of Nangaiza, Nabulanganga, Yoyo and Goligoli, trek 8km to Kamuge health centre III in Pallisa district and Nabuli III in Bulangira sub-county Kibuku district which is 6km.
"We have land so our only challenge is for the district and other well-wishers to come and support the construction of the health facility and administrative block for our offices," Magino said.
Magino said communities especially in the localities of Yoyo, Bukatikoko and Nakagwa experience shortage of safe water making women clash in the unsafe water sources.
Elizabeth Mutaka a resident of Nangaiza village said the community has invested in the construction of commercial houses in Nangaiza trading centre, but they are not benefiting from the efforts because of lack of electricity.
Mutaka said the electricity wires from Bulangira go through the trading centre to Pallisa, but they are not benefiting from the electricity.
"There are so many projects that need electricity here like salons, welding and carpentry workshops as well as mills, but we travel to Kamuge, Bulangira for these services," Mutaka said.
Isaac Kirya a resident said they hoped Namuyangu would guide them on the revival of Goligoli Farmers' Cooperative Enterprise so that they can get loans from government for maize stocking.
Kirya said the sub county has few job opportunities but the majority of the youth needed to be engaged in productive work to generate income.
