On April 3, 1992, exactly 26 years ago, the President and commander-in-chief, Yoweri Museveni, convened a meeting of the Army Council in Gulu and resolved that restoring traditional leaders was fine as long as the leaders were not to engage in partisan politics.

The next year, 1993, Prince Ronald Muwenda Mutebi was installed as the Kabaka of Buganda at a colourful ceremony, attended by President Yoweri Museveni and many other dignitaries.
