Gov't to takeover Kampala Metropolitan area development

The plan, which will be launched this week on Friday, aims at ensuring that the area is jointly planned and developed with modern infrastructure and all the necessary amenities.

Government has drafted a grand plan to take over the development of Kampala Metropolitan area which includes Kampala, Wakiso, Mpigi and Mukono districts.

The plan, which will be launched this week on Friday, aims at ensuring that the area is jointly planned and developed with modern infrastructure and all the necessary amenities.

Officials from the National Planning Authority (NPA) led by board member Sam Obwoya and director for planning Patrick Birungi presented the plan before the parliament infrastructure committee on Tuesday.

The plan will help in ensuring that all key connection roads within the four districts are tarmacked and various initiatives for economic empowerment of people established in the areas.

It contains plans for tarmacking all the interior roads within Greater Kampala, constructing flyovers, establishing light railway networks, constructing express ways, ring roads, beautifying and installing walkways, street lighting, repairing and expanding existing roads.

Business support flagship projects will include development of artisan parks, workshops and markets for street vendors, business engagement centers, business incubation and job centers for the youth, micro-enterprise workspace program, and attracting further investments in Greater Kampala.

On governance, the plan entails a proposal to put Greater Kampala under the management of the ministry for Kampala and metropolitan areas which will be empowered with all the necessary resources.

The plan will be implemented by a delivery unit housed at the ministry of Kampala and Metropolitan areas.

According to the structure of the unit, the president is its topmost authority followed by the minister for Kampala and Metropolitan areas.

The unit will have a technical head and a team of experts from various ministries.

At the bottom of the delivery unit will be the political leaders of the four districts.
