SOROTI - Former mayoral aspirant for Soroti municipality David Okurut has suggested that the former Inspector General of Police (IGP) Kale Kayihura be handed over to International Criminal Court ICC for failure to protect people's lives and property during his tenure of office.
 
Okurut cited killings bodaboda riders, foreigners, women and mobile money agents, let alone the robberies in the country.

His recommendation comes two days after the sacking of Kayihura, who had served in that capacity for over 10 years.
 
On Sunday, President Yoweri Museveni fired Kayihura, replacing him with his deputy Okoth Ochola.

Museveni also fired security minister Gen. Henry Tumukunde and replaced him with Gen. Elly Tumwine.

Before their sacking, it had become an open secret that the two generals were engaged in a fight over supremacy of Uganda's security apparatus.
