Prime Minister Rugunda appears before age limit committee

Rugunda found it hard to explain to MPs the difference between limitation and discrimination.

The Prime Minister, Dr Ruhakana Rugunda, has refuted claims that Article 102(b) that bars a head of state from standing for the presidency after the age of 75, was smuggled into the Constitution. 

Rugunda while appearing before the legal and parliamentary committee, chaired by Gomba West MP Robinah Rwakoojo, said he was an MP in the Constituency Assembly at the time the Constitution was written and he does not remember any article being smuggled into it. He said all articles were debated and passed. 

Last week the ruling National Resistance Movement party's deputy Secretary general, Richard Todwong, informed the same committee that one of the reasons they want the Article amended is because it was smuggled into the Constitution. Rugunda is a member of the NRM party.

Rugunda found it hard to explain to MPs on the committee the difference between limitation and discrimination as it was one of the reasons he gave when declaring his  support for the removal of the Article from the Constitution. 

Rugunda informed the committee that the issue of retirement and returning  term limits into the Constitution should be left to the will of people. 

The MPs also queried the consultations of the ruling party, noting that they seem to be going smoothly, yet the Police keeps disrupting Opposition rallies.
