The Inspector General of Police, Gen Kale Kayihura has justified the action by security operatives at Parliament on Wednesday, saying the blame should be put on violent Members of Parliament who defied the directive of the Speaker.
Gen Kayihura revealed that the MPs who were arrested, had plans of burning the premises.
"They had planned to burn Parliament using vehicles which they park in the basement. That is why we advised the Speaker not to allow any vehicle in underground parking," said Kayihura.

Kayihura also revealed that the Constitution which gives him the mandate to keep law and order in the country, does not exclude his activities from being carried out at Parliament.
"Besides, we could not allow only 25 MPs who were suspended, to bring Parliament, which has over 400 MPs to a stand-still," Kayihura said.
The Police boss made the remarks during a press briefing at Kasenyi landing site, Katabi town council in Wakiso district on Thursday where the force was launching a community policing week, which will end on October 3, with a ceremony that will be held in the same town council with a theme: Connecting with communities to fight crime.
Women Murders
The Police chief also addressed the women murders in Katabi town council and blamed the media and politicians for pressurising him, saying investigation is a scientific process, which requires ample time before releasing a final report.
"The Scotland Yard Police that you so much cherish has never found Jack the Reaper, a criminal who used to kill women after raping them, then why do you put me on pressure," he asked.

He, however, assured residents of Katabi that Police is in the final stages of establishing call centres in the area as it was done in Nansana, another township which had similar spate of murders.
"We have deployed over 400 Police officers who will be conducting foot patrols within the whole of Katabi," Kayihura said.
