FINAL COMPENSATION OF PROJECT AFFECTED PERSONS

 


The Rural Electrification Agency (REA) constructed three rural electricity distribution lines between March and June 2016 under World Bank funding, namely: Kiziranfumbi-Kidoma-Kikoob-Kyapoloni-Kabaale (App. 50km of MV and 21km of LV) in Hoima district; Rubaare-Kakukuru-Kyempene (Approx. 26km of MV and 10km of LV) in Ntungamo district; and Amuru-Nwoya District Headquarters (Anaka) (App. 43km of MV and 9km of LV) in the districts of Amuru and Nwoya and is in the process of closing the project.

Resettlement Action Plans (RAPs) were prepared for the three lines to establish the associated social impacts, and their mitigation measures including clearance of wayleaves and compensation to the Project Affected Persons (PAPs) for their damaged properties.

These were publically disclosed in the national dailies and on the World Bank's website. Following disclosure, a compensation exercise was held in December 2016 to pay the 1,560 PAPs. 84% of them were paid in December 2016.

A second exercise was held in March 2017 and the payment rates increased to 96%; only the 4% listed below remain unpaid. Those not compensated mainly comprise absentee landlords who own the land but reside elsewhere and efforts to locate them in the past have been futile.

This is therefore to inform the unpaid PAPs listed below to contact the REA offices on the telephone number below for further information not later than August 1st 2017. Please note that this is the FINAL compensation exercise for the project.

It will be assumed that whoever will not have claimed their payment by December 31st 2017 will not be interested in payment and the funds will be reverted to the Government coffers.
