Kamwege mayor torture case pushed to August 4

Buganda Road Chief Magistrate's Court has deferred the hearing of the case in which four senior police cops are accused of torturing Kamwenge Mayor Godfrey Byamukama.

On Tuesday, when the case came up for hearing, the resident state attorney Jonathan Muwaganya informed court presided over by Chief Magistrate James Karemani that inquiries in the matter are still underway.

"Your worship, investigations in the case are still going on, we pray that the case be further mentioned to enable police finalise its investigations," Muwaganya submitted.

This prompted the magistrate to adjourn the case to August 4, when the hearing of the case is expected to kick off.

The accused are Assistant Superintendent of Police ASP) Patrick Muramira, Fred Tumuhairwe, Probation Police Constables (PPC), Habib Roma and Ben Odeke.

 They appeared calm in the dock as they keenly followed the court proceedings which lasted for about 15 minutes.

Prosecution alleges that the accused used iron bars and batons to beat up Byamukama on knees and ankles upon his arrest from the office of the commissioner planning and quality assurance in the lands ministry in Kampala.

Torture is contrary to Section 4 of the Prevention and Prohibition of Torture Act 2012 while the offence of doing grievance harm is contrary to Section 219 of the Penal Code Act.
