Introduction

ICOBI has received a two years' grant from The Ugandan Academy for Health Innovation and Impact based at the Infectious Disease Institute (IDI) of Makerere University; to implement project activities in the Southwestern Ugandan districts of Sheema and Rubirizi. ICOBI will strengthen capabilities of District Health Teams (DHTs) to conduct population HIV and TB case-based surveillance in order to improve HIV and TB clinical outcomes (Viral Suppression and TB remission respectively). ICOBI also received another 5 year Swedish funded grant to advocate for and provide Sexual and Reproductive Health and Rights SRHR/HIV services involving provision of peer-led information and demand creation services in Mbarara and Ntungamo districts under the SRHR Umbrella program through Community Health Alliance Uganda (CHAU). ICOBI therefore is looking for competent persons to fill the following positions existing across the two programs:

1. Project Manager
Reports To: Program Director and Technical Advisors
Duty Station: ICOBI Regional Office Kabwohe

Job Summary:

The Project Manager will be responsible for the day-to-day planning, coordination, management and implementation of Strengthening Population Case Based Surveillance of HIV and TB interventions in Sheema and Rubirizi districts. Working with the district stakeholders, the Manager is responsible for overall project success. He/she will lead the project staff providing technical and strategic guidance.

Tasks/Responsibilities

1. Ensure the project is implemented according to proposal and work plan in collaboration with all partners and stakeholders in the districts.

2. Prepare project monthly and quarterly reports as required by the Donor and other stakeholders.

3. Prepare and disseminate project information (Progress reports) to relevant key stakeholders and ensure that the IDI-Academy project is implemented without deviation unless otherwise as approved.

4. In collaboration with other program officers, he will ensure efficient, effective and proper use of project resources.

5. Organize and prepare project review meetings in liaison with the Monitoring & Evaluation Director.

6. Coordinate joint supervision, monitoring and evaluation visits with DHT

7. Supervise and evaluate project staff performance under jurisdiction.

8. Respond to the Prime and IPs team's interests and concerns over interventions and manage each stakeholder's expectations

9. Participate and assist in any other organization work as deemed necessary.

Preferred Qualifications: MBChB and MPH or MS Epidemiology. Experience in designing and executing health surveillance systems added advantage but not required.

2. Data Manager
Reports To: Monitoring and Evaluation Advisor
Duty Station: ICOBI Regional Office Kabwohe

The Data Manager will support the project's major function of information gathering, entry and reporting all HIV/TB services provided to beneficiaries. S/he will be responsible for ensuring the smooth running of computer systems and production of high quality project data.

Tasks/Responsibilities

1. Supervise the district based data officers/ M&E Assistants (also called assistant surveillance officers),

2. Facilitate the training and orientation and re-tooling of field teams on tools materials and manuals to be used to report beneficiaries,

3. Ensure data collected in each district is timely entered into the project data system, health facility registers.

4. Routinely check on the districts records to monitor and ensure data is appropriately reported

5. Carry out internal Routine Data Quality Assessments (DQA)

6. Provide technical monthly support supervision and monitoring of project activities and mentoring of field teams,

7. Generate weekly project progress reports to allow reporting by the Project manager

8. Summarize and produce monthly, quarterly and annual quantitative districts reports.

Preferred Qualifications: Bachelor of Statistics, Biostatistics or Bio-informatics required. Experience in Database Development and Management required. Knowledge of key Database management and Statistical analytic Software essential.

3. Assistant Data Manager
Reports To: Data Manager
Duty Station: ICOBI Regional Office Kabwohe

The Assistant data manager will support the project's function of data capture and reporting of all services provided to beneficiaries in project districts. Responsible for district's data entry and analysis and output/outcome reporting

Tasks/Responsibilities

1. Receive and validate filled data tools by verifying that all the data that is brought from the field is correct and ensuring that the field staffs who made mistakes in the data forms are given a feedback and guided on how to fill in the data;

2. Enter information into the project data base provided

3. Routinely enter data collected according to the district reporting system.

4. Participate in monthly support supervision and mentoring of field teams during the assessment process

5. Generate monthly, quarterly and annual quantitative district reports to the Data Manager.

6. Keep client information on data collection tools securely in a locked file cabinet and room

Preferred Qualifications: Bachelor's Degree in Information Technology, or Information Science. Experience in Data entry, management and analysis required. Experience in Mobile Telephony/technology, Portable Digital Data Capture added advantage.

4. Behaviour Change Communications (BCC) Officer This position is under the SRHR/HIV Umbrella program supported by Community Health Alliance Uganda (CHAU)
Reports To: Project Coordinator
Duty Station: ICOBI Regional Office Kabwohe/Mbarara

Job Summary: The Behavior Change Communication Officer will be responsible for project activities' implementation through promotion of safer sexual practices and behavioral change.

Tasks/Responsibilities

1. Mobilize and promote voluntary male medical circumcision (VMMC) services

2. Coordinate the follow up of VMMC clients

3. Promote condom utilization and distribution

4. Promote behavioral change and life skills among KPs and psychosocial support for PLHAs.

5. Coordinate development of IEC materials, distribution and education on safer sexual practices

6. Organize and schedule Radio Talk Shows to promote SRHR/HIV Umbrella program activities

7. Establish Social media platforms for SRHR/HIV Information and Behavioral Change Communication

8. Promote youth friendly services - use corners

9. Summarize and generate monthly, quarterly and annual reports for internal and external stakeholders

Preferred Qualifications: Bachelors Degree in Social Sciences, Clinical and/or health background. Additional qualifications: HIV/AIDS Counseling certificate and competence in Computer Applications. 3 years' experience working in HIV/AIDS services or any other health related field required. Post Graduate qualification in related field will be an added advantage.

Personal Qualities Self-motivated and able to work with various stakeholders, managing multiple tasks and meeting agreed deadlines. Candidates should be able to build strong working relationships with volunteers and other stakeholder teams inspiring them to achieve programme objectives.
