I have been a victim of bad roads in the district - Kabarole chairperson

The Kabarole district chairperson Richard Rwabuhinga has come out to decry the poor state of the district road network.

Kabarole is among the districts that benefited from the Community Agriculture Infrastructure Improvement Project (CAIIP) feeder roads are supposed to be worked on with first class marrum to aid farmers their access markets easily.

According to the district works department, the CAIIP project is currently complete by over 70%.

However the ongoing rains have rendered most of the roads that had been worked on a few months ago under the CAIIP project impassable.

Paul Katisa the chairperson of the district works committee told the New Vision that the contractors did not follow the bills of quantities while constructing the roads.

"In most of the roads the contractors put red muddy soil instead of marrum. Currently all the red soil has been washed away by the rains" Katisa said.

Emmanuel Tugume,a councilor from Kasenda Sub County which benefited from the project, said that the roads which were constructed hardly two years ago are now impassable.

"The roads are a source of livelihood to our people in villages but the district engineering department has not paid enough attention on supervising these roads" Tugume said.

Richard Rwabuhinga, the district chairperson, said that he is among the many people who have been disappointed by the district roads.

"At some point I was coming from Harugongo and my vehicle got stuck from the mud after the rains caught me there. I had to call in the help of passer-byes to come to my rescue" Rwabuhinga said.

Rwabuhinga ruled out chances of terminating contracts of the contractors for shoddy work since the project is expiring in June this year.

"All we need to do is to intensify on our efforts for them (Contractors) to improve on the quality of work on the ground.

Fortunately the roads have not yet been handed over to us, we shall not recommend for payment until the record has been put right" Rwabuhinga said.
