Finance Assistant at Chemonics International Inc.

Chemonics International Inc., a leading international development consulting firm seeks a Finance Assistant for the Feed the Future Uganda Enabling Environment for Agriculture (EEA) Activity, financed by USAID, based in Kampala, Uganda. The five-year Activity (April 2013 - April 2018) provides technical assistance at primarily the policy and central government levels to increase the value of agricultural production and trade - in the coffee, maize, and beans value chains, and agricultural inputs - and improve resilience to climate change by increasing the capacity of counterparts in Uganda to identify and address high return policy and regulatory priorities. The Finance Assistant is responsible for assisting the Accountant in planning, managing, and implementing all aspects of the project accounting system including assistance in financial compliance and oversight of the activity's grants component. S/he is responsible for collecting and recording all information that will facilitate information exchange and dissemination of project financial documentation and records to the Chemonics home office. The Finance Assistant will report directly to the Accountant and work in close collaboration with the Finance and Administration Manager, as needed.

Principal Duties and Responsibilities include:

• Receive invoices from vendors and subcontractors and manage and ensure timely payment by the project.

• Assist the Accountant in processing advances or other payment to grantees. Collaborate closely with the Accountant and Grants Manager to maintain financial oversight and compliance of grants.

• Prepare documentation for all payment transactions including but not limited to vouchers, checks and transfer forms. Ensure that appropriate documentation and approvals are obtained.

• Maintain the project's accounting fi les system (both hard and soft copy), ensuring all vouchers are in order, with required back-up documentation attached.

• Support petty cash account management and monthly petty cash transaction reconciliation

• Maintain the tax fi les for the project, recorded and paid in a timely manner.

• Complete financial entries into ABACUS system as needed.

• Assist Accountant in preparing payroll for all local staff based in Kampala, including review of monthly timesheets.

• Performs brief review of requests for payments, invoices, receiving reports and other supporting documents submitted for payment.

• Supports Accountant in reviewing expense reports.

• Serves as primary reviewer of Mobile Money transactions in online system.

• Explain generally accepted accounting principles, USAID and Chemonics regulations to staff and consultants, as necessary.

• Ensure proper fi nancial controls are enforced and appropriate system are maintained in place.

• Assists in providing information and documents as requested by the PMU and FAST/FCR with the approval of the Finance and Administration Manager and/or the Accountant.

• Perform other general bookkeeping duties as needed and other duties as may be assigned by Accountant.

 

Qualifications:

• Bachelor's degree in accounting, business administration, finance, or related field required.

• At least three (3) years' experience in accounting, finance, and/or administration.

• Proficient in MS Office, especially MS Excel.

• Previous experience and familiarity with accounting systems or software such as QuickBooks, Excel, ABACUS, etc. desired.

• Good understanding of finance and accounting functions.

• Experience on USAID-funded programs preferred.

• Ability to closely follow Chemonics and USAID guidelines and controls as required of the position.

• Fluency in English required, both written and oral.
