1. Background

Stromme Foundation partners with Läkarmissionen (LM), a Swedish development organization with the vision to support the desire and ability of vulnerable people to change their living conditi ons. This is done through effective methods and close collaboration with local partners in 40 countries worldwide. LM:s focus areas are Social Care, Education and Self-Sufficiency and, in addition, the organization also has a considerable Emergency Relief commitment. Currently, LM regional office is based in Kampala at Stromme Foundation East Africa. It was set up to coordinate and follow up the work of partner organizations in Africa and in particular the East and Central Africa region.

2. Position Scope

The Program Controller is a management position at the Regional Resource Center in Kampala, charged primarily with the financial follow-up, reporting and all related aspects for Läkarmissionen's programs and projects in the region.

The Program Controller will work in close collaboration with the Program Manager and RRC Director in the overall project and program monitoring and follow-up process.

The person will be in frequent touch with Läkarmissionen' partner network in the region which means extensive travelling both nationally and regionally - and at occasions even internationally. Thus flexibility and availability is an absolute requirement in order to successfully fulfill duties.

Key roles and responsibilities entailing this position are listed below. However other duties might be added when so desired by the LM RRC and Management in Sweden.

3. Key Roles

• Key to the role is to monitor and follow up the financial reporting of all projects throughout the project year.

• Be an active part of budget planning process of partner organizations and approve budgets before executing fund transfers.

• Follow up on quarterly, midterm and annual financial reporting and hold and also support and assist Program Manager with finance related aspects of narrative reports.

• Be part of the overall program monitoring and follow-up, when and where necessary.

• Follow up on annual audit reports from partners.

• Strengthen and develop project partners' capacity with regards to financial and administrati ve capacity.

• Take part in the assessment and board recommendati on process in relation to the diff erent grant decision meetings during the course of the year.

• In collaboration with Program Manager and RRC Director, develop funding proposals and periodic reports to funding agencies and ensure that insti tuti onal objecti ves are performed in cooperati on with partner organizations.

• Be a part of mapping opportunities for institutional funding locally and regionally.

4. Required Qualifications

• Minimum, a Bachelor's degree in Commerce, Business Administrati on or comparable.

• Documented working experience from the Humanitarian Development world.

• At least 3 years of working experience in a similar positi on.

• Regional Experience

• Good knowledge of financial systems and bookkeeping soft ware, etc.

• Good Administrati ve knowledge and experience.

• Excellent writt en and verbal communicati on in English.

5. Additional Qualifications

• Post-graduate exam in Business Administration, Public Administration or related field.

• Specifi c experience from Humanitarian Development fields such as Social Care, Self-Suffi ciency, Education & Training and Emergency Relief.

• Good knowledge in French.

• Holder of a driver's permit.

concepts.

• Needs to be willing to travel extensively locally and regionally.
