Rugunda calls for prompt issuance of academic certificates

Prime Minister Dr. Ruhakana Rugunda has decried the delayed issuance of academic certificates and testimonials to students by institutions of higher learning in the country.

Prime Minister Dr. Ruhakana Rugunda has decried the delayed issuance of academic certificates and testimonials to students by institutions of higher learning in the country.


The Premier said, this practice frustrates graduates who need their academic credentials to compete in the job market.

Rugunda directed the Ministry of Education, Science, technology and Sports to urgently address this matter and report back to him in three months.

Rugunda made the remarks while presiding over the 9th graduation ceremony of Uganda College of Commerce Kabale on Friday.

Uganda College of commerce Kabale is a government aided, mixed business tertiary institution offering courses in the field of accounting, finance, procurement, marketing and catering among others.

“I would like to congratulate the students who are graduating today. Your hard work over the years has paid off. Thank you for making your parents, guardians, relatives, friends, the College and the country proud,” the Premier said.

Rugunda commended the College leadership and management for effectively using the internally generated funds to improve the college infrastructure, adding that this kind of spirit should be encouraged and emulated by other institutions.

He challenged UCC Kabale and other training institutions to ensure that the training they give to students equips them with the necessary skills that match the demands of job market adding that they should review their curriculum to meet the demands of manpower requirements for the rapidly growing economy.

He said Government was keen to review the Business Technical Vocational Education and Training (BTVET) curriculum to ensure that the technical institutions in the country produce technicians who meet the increasing requirements of the various sectors in the economy.

“We are committed to promoting and establishing regional centres of excellence among BTVET institutions to ensure production of a critical mass of relevant technical skills,” Rugunda said

He said 90 districts have at least one BTVET institution, which are gradually being equipped to provide quality BTVET training. 

“We have committed ourselves, as a Government, to continue with the programme of establishing a technical and vocational institute per constituency, initially starting with districts,” said Rugunda.

Rugunda commissioned the main administration block at the college which was constructed using locally generated funds. 

He urged the College to embark on the construction of a girl’s hostel, adding that government will support the initiative

Rugunda also received an award of appreciation by UCC Kabale leadership in appreciation of his role in the establishment of the college.

During 9th graduation ceremony, 1,080 graduands for academic years 2013/14 and 2014/15 were awarded certificates and diplomas of Uganda business and technical examinations board and Makerere University Business School (MUBS).

59% of the total graduands were female and 175 graduands were awarded with first class diplomas and certificates.

The Principal of Kabale UCC, Tusiime Stephen said the college in collaboration with Kyambogo University had started offering degree programmes on affiliation arrangement.

He thanked Government and all other stakeholders for supporting the development of Uganda College of Commerce Kabale.

The College principal also challenged Government to increase on the capitation grant to enable the smooth running of the college in addition to providing funds to infrastructure development.

Tusiime also congratulated the graduands upon their academic achievement and wished them success in life after school.

“Go out and protect the good image of UCC Kabale. We want to make UCC Kabale a centre of excellence in South Western Uganda,” said Musiime.
