Background
Uganda developed a Water Action Plan between 1993 and 1994 to provide a framework for water resources management and development in the country. This was followed by enacting a Water Act Cap 152 to provide a legal framework for the management and development of the water resources. To operationalize the Water Act, two regulations (The Water Resources Regulations and the Water (Waste Discharge) Regulations) were gazetted in 1998. These provide for regulation of water use and pollution control through issuance of Water Permits.
