Fuel dealer, Energy ministry PS row over licence

A fuel dealer is rowing with the permanent secretary ministry of energy and mineral development over the latter"s decision to deny the former an operating licence.On October 2, Kavango Limited petitioned the civil division of the High Court in Kampala.

A fuel dealer is rowing with the permanent secretary ministry of energy and mineral development over the latter"s decision to deny the former an operating licence.

On October 2, Kavango Limited petitioned the civil division of the High Court in Kampala.

It accuses the PS (Kabagambe Kaliisa) of deliberately frustrating its efforts to acquire an operating licence to set up fuel stations, and retail petroleum products.

The company wants court to quash the PS"s decision and compel him to process, grant, and issue a petroleum operating licence.The respondent in the petition is listed as "permanent secretary ministry of energy and mineral development".

Kavango Limited states that it applied for a licence last year on June 26.The PS is yet to  file his response. However, the case has been fixed for November 29, and the case file has been allocated to Justice Lydia Mugambe.
