Introduction and background:

Heifer International Uganda and SNV in partnership with HIVOS are jointly implementing a 5 year Uganda Domestic Biogas Program (UDBP) running from 2009 – 2013. This is part of the African Biogas Partnership Programme (ABPP) between DGIS, SNV and Hivos aiming at supporting the construction of some 70 500 digesters in six African Countries.

The program is targeting to directly benefit 12,000 households who will invest in bio digesters: but in addition to create employment opportunities for more than 300 people that will be employed either as masons constructing biogas digester and fabricators of appliances used in biogas. 

The overall objective of the program is to contribute to the dissemination of domestic bio - digesters as a sustainable source of energy through the development of a commercially viable biogas sector.

The expected benefits of domestic biogas to households are:

- Improved health and living conditions in rural households, particularly of women and children;

- Reduction of firewood use and the time to collect it;

- Improved soil fertility and agricultural production;

- Reduction of greenhouse gas emission;

- Creation of new jobs (m/f) and a new biogas business sector (contractors, masons and all kinds of input supply).

The overall aim of the survey is;

a) The BUS is used for annual assessment of Social, economic and health effects of biogas on male and female users

b) The results of the survey will inform the program stakeholders experience and satisfaction of the programme activities such as promotion, construction, quality assurance, training and aftersales service.

c) To be used by programme management to monitor results and steer the programme direction and for aggregated monitoring of the programmes’ results.

Heifer International is seeking proposals from competent firms to work closely with UDBP to conduct a Biogas Users’ Survey (BUS) 

APPLICATION PROCEDURE:

If interested please submit a detailed proposal – technical and financial - for such a survey, with specific indications on:

• Time required for conducting and completing such a survey in the regions - data collection and analysis

• Methodology and proposed approach

• Capacities and availability

The full proposal shall be submitted in three (3) hard copies and the soft copy in CD with a sealed envelope to the address mentioned below.
