Kampala minister directs Musisi on building plans

The minister in charge of Kampala city Frank Tumwebaze has directed the executive Kampala Capital City Authority (KCCA) director Jennifer Musisi to immediately constitute the physical planning committee to solve the backlog of building plans which have been delayed by its absence.

Addressing journalists Tuesday in Kampala, Tumwebaze revealed that since he took office two weeks ago, investors whose building plans have been delayed by KCCA have been appealing to him to save them from the losses they are suffering.

“My predecessor Muruli Mukasa asked KCAA to constitute the committee but they did not heed. Action has to be taken to save the investors who borrowed loans for their projects which have been delayed. I have invoked my powers in section 79 of the KCCA Act to instruct the executive director to immediately constitute the committee,” Tumwebaze said.

He apologized to the investors on behalf of KCCA over the losses they have suffered in the delays caused.

The newly appointed minister also promised undertaking measures to resolve the impasse between the technical team headed by Jennifer Musisi and the city political leaders headed by the Lord Mayor Erias Lukwago.

“I have already met the Lord Mayor with other political leaders in Kampala. I will be meeting Jennifer Musisi and I will resolve one issue after another. They have to accept to work together for the good of the people of Kampala who need services,” he explained.

He promised that in the course of executing his mandate, he would neither side with Musisi’s team nor Lukwago.
“If I find Musisi in wrong, I will hold her accountable and if I realize Lukwago is wrong I will tell him.”
