KAMPALA - The Court of Appeal is set to hear an appeal filed by former managing director of National Social Security Fund (NSSF) who was convicted of causing loss of sh3bn.

David Chandi Jamwa was found guilty of causing financial loss and sentenced to 12 years imprisonment.

He was convicted in February 2011 and was also barred from public office for 10 years. Justice John Bosco Katutsi, however, acquitted Jamwa of the charges of abuse of office.

Jamwa had been indicted on two counts of abuse of office and causing financial loss of sh3b, which NSSF would have earned if the treasury bills had been allowed to mature.

Jamwa appealed against the conviction and sentence. He has been on bail for three years pending his appeal at the Court of Appeal.

Justices Augustine Nshimye, Geoffrey Kiryabwire and Faith Mwondha will hear the appeal. Rogers Kinobe, a senior inspectorate officer from the office of the Inspector General of Government, said he will ask the Court of Appeal to uphold the conviction and sentence on causing finance loss.

“The evidence of causing financial loss was overwhelming against him. I will ask court to uphold the sentence,” he said in an interview.

Prosecution said Jamwa arbitrarily sold off several NSSF bonds to Crane Bank before their maturity dates, which led to the loss.
