EXPRESSION OF INTEREST FOR THE PUBLIC PRIVATE PARTNERSHIP TO BUILD AND FINANCE MBARARA AND/OR LUBOWA (REF:HNCC/SRVC/12/02364)

National Housing and Construction Company Ltd (NHCCL) is a 49-year old entity mandated to develop housing and real estate in the country.

NHCC was privatized under the Public Enterprises Reform Divestiture (PERD) Act (Cap 98) and falls under the category of state enterprises Pursuant to this NHCC was transformed into a Limited Liability Company, registered under the Companies Act (Cap 110). NHCC is owned 51% by the Government of Uganda.

1. NHCC owns land in Mbarara along Kabale Road approximately 236.89 kilometers (147.2 miles) from Kampala and Lubowa 11.5 kilometers from Kampala.

2. The projects is planned to have :

120 condominium housing units of 3 bed rooms each designed with an estimated built up area of 120sqm each in Mbarara

1000 condominium units of 3 bedrooms each designed with an estimated built up area of 164 sqm each in Lubowa.

3. NHCC now invites expressions of interest from companies or consortiums with the capacity to build and finance the development of this project.

4. NHCC has carried out the preliminary investigations and detailed designs for these projects and will have these available for interested parties.

5. The applicants are permitted to advice on the technology to be used and propose changes to the design to achieve a more efficient bid.

6. The projects will be carried out under a design and build FIDIC contract and successful applicants will be required to visit the site and make their proposals in view of site conditions at negotiation stage.

7. Bidders must provide the following information in their EOI’S.

Memorandum of association and Certificate of incorporation.

Proposed design and build team/consortium and their profiles.

Detailed examples of previous works of a similar nature and magnitude.

Proposed cost effective and socially acceptable technology or methodology of construction with references clearly demonstrating where the proposed cost effective methods have been utilized.

Average cost of construction per square meter with reference to which country the pricing is applicable.

Audited accounts or other financial statements acceptable to the employer for the last five years.

Evidence of the ability to mobilize the required financing indicating the magnitude of financing and terms of financing.

8. The purpose of the EOI is to build up a list of eligible partners with whom NHCC can negotiate to enlist all eligible bidders for this and other similar projects.

9. EOI must be delivered to the address below before 5th November 2012. Late EOI’S shall be rejected.

10. EOI’s shall be submitted in sealed envelopes clearly marked EXPRESSION OF INTEREST TO FINANCE AND BUILD MBARARA AND/OR LUBOWA NHCCL PROJECTS , addressed and delivered at the address indicated below on or before 5th November, 2012 at 11.00 am (Local Time).
