CONSULTANCY SERVICES FOR THE DEVELOPMENT OF A GIS BASED RIGHT OF WAY MANAGEMENT INFORMATION SYSTEM

1. The Government of Uganda represented by the Uganda National Roads Authority has received financing from the World Bank towards the cost of the Transport Sector Development Project, and plans to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the development of a Geographical Information System (GIS) based Right of Way Management Information System.

3. The principal objective of this assignment is to set up an integrated Geographical Information System based Right of Way Management Information System (GIS) based ROW-MIS) to enhance planning, preparation, implementation and monitoring of the Resettlement Action Plan (RAP) processes. The system will include a databank to facilitate data collection, storage, display and spatial analysis. The service will be provided within a period of twelve months.

4. The Uganda National Roads Authority now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are: eligibility, organizational setup, experience in similar assignments, experience in similar conditions and availability of appropriate skills among staff.

5. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers (May 2004 revised October 2006 and May 2010) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

6. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

7. A Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Consultant Guidelines.

9. Expressions of interest in one original and three copies must be delivered in a written form to the address below in person by February 20, 2012 at 11:00 Am. “with the Envelope or packaging clearly marked with the title of the procurement.”
