MISMANAGEMENT of files topped the list of cases registered by the Police professional standards unit last year.

The Police established the unit in July 2007 to handle complaints from the public concerning misconduct by its personnel.

The unit registered 772 complaints of mismanagement of cases last year.

This was followed by misconduct by Police officers (375 cases), corruption (190) and unlawful arrests (154).

There were 41 complaints of harassment and 40 complaints of neglect of duty.

Of these cases, 36 were investigated and taken to court, while eight were handled by the disciplinary court of the Police force, said the unit commandant, John Ndungutse.

“The unit has registered 4,316 cases in the last three years, 241 cases in 2007, 2,168 in 2008 and 1,879 cases in 2009,” he told the NewVision.

He said the unit handles all complaints against Police officers immediately after they are received.

Ndungutse, however, noted that lack of confidence in the unit by the public posed a major challenge.

According to statistics at the unit headquarters in Bukoto, a Kampala suburb, a total of 2,617 cases had been investigated and concluded in the last three years.

This year, the unit intends to set up regional centres across the country.
