JINJA Municipal Council is stuck with sh88m, after the local government ministry ordered the council officials to return the money to a land buyer due to fraudulent deals.

Deputy town clerk Jofram Waidhuba on Wednesday said the ministry directed them to refund the money to Black Eagles after an inquiry revealed that there were irregularities in the transactions.

However, Waidhuba said efforts to trace Black Eagles were fruitless.
He was addressing councillors and the technical staff of Jinja during a central division council meeting.

“The council lawyer has tried to look for this person (Black Eagles) in vain and the cheques have been returned to my office,” Waidhuba said.

“But whether he is seen or not, the title for the land in question must be cancelled,” he added.

Waidhuba’s remarks left the councillors in amazement, with some wondering how a non-existent person could buy land in the municipality.

“If the council lawyer and district land board have failed to get Black Eagles, there must be something fishy,” Lillian Sansa, a councillor, remarked.

Waidhuba also told the meeting that the local governments ministry had instituted two commissions of inquiry into the activities of Jinja municipal council.

He disclosed that a report by the Inspector General of Government showed that the tender to collect garbage in town was given out in error.
