The Government has approved the creation of four new sub-counties in Buliisa district in Western Uganda.

Local government minister Adolf Mwesige told The New Vision yesterday that more sub-counties were being created to dissolve the ‘paralysis’ that had been created by the few members of the district council.

“Two sub-counties would mean only four councillors, the chairperson, and three other members. The chairperson then would form an executive of five, leaving only three backbenchers. The backbenchers are supposed to be more than the executive so that the people can be represented well,” Mwesige said.

According to the district chairperson, Fred Lukumu, the new sub-counties were approved early this month, following requests by the district council.

The sub-counties are Kigwera, Ngwedo, Butiaba and Kahungya.

Kigwera and Ngwedo sub-counties have been carved out of Buliisa sub-county, while Butiaba and Kihungya were created out of Biiso sub-county.

The new sub-counties will be operational with effect from July 1.

Buliisa attained district status in July 2006, with only two sub-counties of Buliisa and Biiso. It has one constituency, under the leadership of Stephen Mukitare.

It is located on the shores of Lake Albert.
