IGG wants Fort Portal clerk suspended

THE Inspector General of Government (IGG), Raphael Baku, has directed the Permanent Secretary in the Ministry of Local Government to suspend the Fort Portal municipal town clerk, Richard Mande, for illegally influencing tender processes.

Baku said a contractor, Christopher Sande, was unfairly treated in the tender award process.

He ordered Fort Portal municipal council to refund Sande sh2.3m which he paid for the tender for revenue collection from the slaughter-house and slabs at Kabundaire Market.

In his January 5 letter, Baku said Mande should be submitted to the public service commission for disciplinary action for abuse of office.

Baku’s instructions came after Sande complained to the IGG that Mande awarded the tenders illegally on December 18, 2008, despite him being the only successful bidder.

The IGG found that Sande paid a tender fee worth sh2.3m, but Mande connived with members of the Procurement and Disposal Unit and instead awarded the tender to Kabundaire Livestock Cooperative Society, who had paid after the closing date.

The IGG also directed the PS to remove Fort Portal municipality’s PDU officer, John Alimungiza, from the unit for manipulating the tendering process.

He advised that in future all tenders should be handled with transparency and fairness in accordance with the Public Procurement and Disposal of Public Assets Authority regulations.
