Kisekka, Owino vendors to manage own markets

KAMPALA City Council (KCC) has sub-leased St. Balikuddembe and Kisekka markets to the vendors for 49 years.

KAMPALA City Council (KCC) has sub-leased St. Balikuddembe and Kisekka markets to the vendors for 49 years.

The awards followed applications by the vendors under St. Balikuddembe Market Stalls and Lock-up Shop Owners Association (SLOA) Ltd and Nakivubo Road Old Kampala (Kisekka) Market Vendors Ltd respectively. The vendors sought to re-develop the markets themselves.

According to the sublease documents signed by the town clerk, Ruth Kijjambu, St. Balikuddembe vendors will pay a premium of sh4b and ground rent of sh200m, while the Kisekka vendors would pay sh1.5b as premium and sh76m as ground rent.

Kijjambu, however, conditioned the companies in both markets to produce registers of the vendors as per the President’s directive. President Yoweri Museveni directed that all vendors should be included in the lease.

“You ensure that the owners of shops and lock-ups whose tenancy agreements with KCC are due to expire in 2014 surrender their interests to KCC,” Kijjambu stated in a February 3 to SLOA.

In another communication to Kisekka Market vendors, Kijjambu explained that the lease was subject to withdrawal of the first sublease that was offered to Rhino Investments and the New Nakivubo Road Market (Kisekka) Vendors. Part of Kisekka Market had earlier been leased to a private investor, Rt. Col. John Mugyenyi.

However, the Government later compensated Mugyenyi, following protests from vendors.

The disagreement in the management of Kisekka Market in particular, led to bloody riots last year as the vendors protested. KCC also last May allowed the Nakasero Market vendors to manage the market, after a protracted war.

The vendors agreed to pay KCC sh24m per month in accordance with an agreement signed on April 4, 2009.
However, the Nakasero Sitting Vendors and Traders Association, the managers of the market, are yet to receive a lease from KCC.
