Kotido LC 5 charged with murder of rival

KOTIDO district chairperson Paul Lomanio and two others were yesterday charged with the murder of his political rival, Cephas Aleper.

Lomanio and his co-accused Philip Lodio, 31, and Philip Locap, 32, appeared before Grade One Magistrate, Teko Lokeris, in Moroto town amidst tight security. They were remanded to Moroto Prison until February 23.

Lomanio, according to sources, could not be charged in Kotido where the offence was allegedly committed due to fear of violence by the supporters of the deceased.

Aleper was a youth district councillor aspiring for district chairperson.
Throughout the proceedings that lasted about 10 minutes, Lomanio kept on coughing but did not say anything. He is reportedly asthmatic.

Prosecution, led by Prescott Ilukol, told court that the three murdered Aleper at Panyangara Bridge, about 5km from Kotido town on the road to Moroto, on January 24.

They allegedly also shot and injured the district deputy speaker, Judith Napeyok.
While being transferred from Kampala to Moroto yesterday, Lomanio was hospitalised at Soroti Hospital where he received treatment.

Officers from the homicide department at the Criminal Investigation Directorate in Kibuli, Kampala escorted him to the hospital.

Mid-eastern Police spokesperson Juma Nyene said Lomanio had told the team with whom he travelled that he had asthma.
