THE Uganda Revenue Authority (URA) will set up a mobile licensing office in
Kibaale district to address the problem of unregistered motorcycles.

This is contained in a letter from Michael Ochan, the commissioner general of URA, to Matia Kasaija, the internal affairs minister, following the impounding of over 60 unregistered motorcycles in Kibaale last month.

“This is to confirm that URA will set up a mobile licensing office to assess and receive taxes due from the motorcycles.

“Number plates and log books will be issued to the motorcycle owners who will have paid the taxes,” the letter reads in part.

The commissioner added that the exercise to license the motorcycles could begin next week, when the necessary arrangements have been made with the Police and local political leaders in Kibaale district.

The letter further indicated that motorcycles which would remain uncleared, would be forfeited to the state and fall in the category of smuggled goods under the East African customs management act.

The Police would then be required to surrender the motorcycles to customs in accordance to section 213 of the customs management Act.

Ochan requested Kasaija to help the customs officials to access the political structure of Kibaale for the exercise.

The Police recently launched an operation to crack down on all illegal and unregistered motorcycles entering the country through the DR Congo.

It is estimated that Kibaale district has over 2,000 unregistered motorcycles, of Senke type, brought into the country.
