Police summons RDC over shooting

THE Kabarole resident district commissioner (RDC), Kakonge Kambarage, has been summoned by the Police in Hoima district over attempted murder and threatening violence.

The mid-western regional police commander, Mercellino Wanitho, yesterday told The New Vision that Kambarage had been summoned to Hoima Police Station for allegedly attempting to shoot Fred Atugonza of Kigarama village in Buhimba sub-county, Hoima, on Sunday evening.

Wanitho said it was alleged that Kambarage shot at Atugonza, accusing him of assaulting his herdsman at Kigarama trading centre.

“It is unbecoming of an RDC to shoot at an unarmed person when there is no threat,” he said.

Wanitho added that he had instructed the area LC1 chairman, John Bazaara, who reported the incident, to file the case with the Police as investigations continue.

“We are concerned about the misuse of guns by officers and have summoned the RDC. If he fails to appear, we shall use other ways to get him because he isn’t above the law,” he said.

Wanitho explained that residents had brought to the Police a cartridge of the bullet from a pistol that Kambarage used to shoot Atugonza.

Bazaara said he was asked by the residents to report the matter to the Police because Kambarage had been terrorising them.

“He has beaten up many residents over land and has accused them of destroying his fence. He has taken the law in his hands by shooting at somebody yet we were still investigating the matter,” Bazaara said.

Kambarage, however, denied shooting at Atugonza, saying he only shot in the air to scare him so that he could have him arrested.

“He is a habitual offender and is always in and out of prison. He charged at me and I decided to shoot in the air so that I could arrest him and hand him over to the Police.”

He added that Atugonza, who is Bazaara’s son, mobilised residents and set ablaze his pine trees in Kigarama village last month.

“They have turned the area into a hot bed of criminal activities and they are protected by the LC system because they are released each time they are arrested. Residents are fed up with them,” Kambarage added.

He also accused Atugonza and his accomplices of terrorising residents by breaking into peoples’ houses and stealing animals at night.
