Umeme delivered no energy bills to my house but disconnected me!

UMEME connected a meter to my house in July 2009. A meter reader from Umeme, itinerary No. 4059 came to read the meter on August 5, September 9, October 7 and November 2 the same year. Since that time, no meter reader has ever come back to my house.

No power bills have ever been delivered to my premises since the meter was connected to my house.

What shocked me on February 18, 2010, two Umeme staff came to my house. Before I could inquire from them why I was not receiving power bills they had disconnected the power! I tried to talk to them but they only threw to me a disconnection order which had a reconnection fee, and went away. At this time, the meter was reading 1018 units, and that I was supposed to pay sh522,028.

When I went to their office at Najjanankumbi for clarification, I was surprised to be served with a customer information sheet which indicated how I had used the power between September 2009 and February 24, 2010 even when power had been disconnected on February 18, 2010.

As if that was not enough, the information sheet indicated that I had used much more power in December compared to other months, yet the power was off in my house at that time as we had left for the holidays, and there were no security lights. How did Umeme arrive at the figures indicated on the customer sheet?

I paid sh395,000 and the cashier gave me a receipt showing a balance of sh234,899.81, yet the balance was supposed to be sh127,028. When I complained, she referred me to the manager who was not in office.

How could I have used power during the time I was disconnected? Was the meter reading candle or lantern lights which I used during the disconnection?
Is the responsible ministry aware of this kind of behaviour?

If it is aware, what has it done about it?
Is it a planned move to exploit Ugandans who are already hardened by the increasing taxes, poor salaries and lack of jobs? We need to be protected.
