UGANDA Revenue Authority (URA) is to publish translated books with information connected to the processing of motor vehicle registration in a bid to reduce the time applicants waste chasing such services.

Paul Kyeyune, URA’s manager for public and corporate affairs, says they have received complaints from taxpayers concerning the processing of motor vehicle-related documents like renewal of driving permits and transfer of ownership of vehicles.

The conversion of driving permits to computerised ones is a process that most drivers dread. “We have worked on the publications in different languages containing the license fees payable for all items at the  central registry of motor vehicles in URA outlets that offer the same services. This will ease the frustration taxpayers have been facing,” says Kyeyune.

URA’s intervention has come at a time when there are a number of changes that have already been put in place in processing motor vehicle documents.

Some of the required documents for applicants of lost logbooks include a covering letter from the LCl chairperson.

Those who seek the transfer of car ownership when the registered owner is not present or when the submitted particulars are doubted, must swear a court affidavit.

“URA does not go easy on people who lose logbooks and try to apply for a duplicate copy. They are strict when processing duplicate car-related documents,” says Moses, a self-employed clearing agent.

URA’s strictness in giving out duplicate car related documents is a result of accumulated cases of forgeries where one car may be having more than one logbook.

There are unscrupulous car  dealers who declare their number plates lost and report to the Police in order to get new ones.

The recent saga in which URA recovered vehicles with similar number plates because of their dedication to stop such fraud.
