Mayuge is in a political vacuum

EDITOR—Following the disappearance of the Mayuge district chairman, Ikoba Bakali Tigawalana, the district is in a political vacuum.

He was replaced by his deputy Sam Mulungi who has been in the seat for two months but the speaker now says he is the right person to take over without the need for by-elections. Is that right?
