UGANDANS have told the Government to scrap parish (LC2) and county (LC4) councils from the local government or provide enough funds for them to function, according to a survey.

The four-month survey was conducted by the local government ministry and the Uganda National Health Users’/Consumers’ Organisation (UNHCO) in Nebbi, Oyam, Pallisa, Isingiro, Masaka, Nakapiripirit and Kasese districts.

The LC2s and LC4s are administrative units with limited powers and resources, but are, however, expected to play a critical role in sensitising and mobilising communities.

The locals also want the Government to fix a minimum education requirement for sub-county (LC3) and district council (LC5) leaders.

They said leaders who have not gone beyond Senior Four fail to comprehend and contribute to the budgeting and technical planning in councils and other deliberations.

The survey also indicated the need for effort by the Government to empower the community through strengthening citizen awareness and participation in the management of their affairs.

Robinah Kaitirimba, the UNHCO national co-ordinator, yesterday presented the findings of the survey at Mosa Courts in Kampala.

She said the survey was carried out using the community score card and was funded by the European Union.

It also focused on primary health care, primary education, water and opportunities for local economic development among others.
