THE Uganda People’s Congress (UPC) has budgeted sh31b to support its candidates in next year’s elections. The party’s West Nile vice-chairperson, Dr. Moses Apiliga, on Monday said the money would be raised locally and from donors.

Apiliga, who is the Moyo West MP, reported that the party president, Dr. Olara Otunnu, was out of the country to solicit for funds. He observed that UPC was steadily gaining popularity over the main opposition parties like the Forum for Democratic Change and the Democratic Party.

“I am optimistic that our representatives to Parliament from West Nile will increase come 2011 because people have come to see that some parties have nothing to offer, they only do lip service,” Apiliga said.

In 2006, only Apiliga and Ringa Kech of Padyer in Nebbi district were voted to Parliament under the UPC ticket. Kech died last year.

“We are starting our grassroots elections and encourage the youth to come in big numbers because UPC is the only party that can lead Uganda honestly and diligently,” Apiliga said.

On whether he would contest to retain his position, Apiliga said he would contest if their candidate did not have the potential to win.
