EC, when will we be paid?

We were supposed to have been paid at the end of the exercise in June but I was shocked when the teller told me there was no money on my account.
Looking at my disappointed face, he asked me whether I worked for the Electoral Commission (EC). When I answered in the affirmative, he told me the money was released by the EC but was recalled by the Bank of Uganda. He advised me to find out from there. At bank of Uganda, I was directed to the finance department at the EC headquarters where I was told that “it is a general problemâ€. What exactly is happening? The EC should be more more transparent.
