Mbabazi, ISO is a statutory organ

EDITOR: On August 11, it was reported that the the Internal Security (ISO) boss, Dr Amos Mukumbi, was replaced. The story left me wondering about the comments of security minister Amama Mbabazi.

EDITOR: On August 11, it was reported that the the Internal Security (ISO) boss, Dr Amos Mukumbi, was replaced. The story left me wondering about the comments of security minister Amama Mbabazi.

At the handover ceremony where Mukumbi was handing over to the new ISO boss, Lt. Ronnie Barya, the minister seemed to draw no difference between the ruling NRM government and ISO, an intelligence agency the constitution refers to as a statutory organ.

He said: “What you are witnessing now is what has become common under the NRM government. One leader hands over peacefully to another.” I believe the known boundary between ISO and the NRM should have been respected.

The two should never be mixed up. For Mbabazi to allude to the NRM party politics was, to say the least, irrational. The statements could be construed to mean that ISO is likely or is already dragged into partisan politics by having party officials considered for such ceremonies.

Although it was fine for Mbabazi to officiate at the ceremony, it was a blunder for him to talk party politcs. ISO will always be around regardless of which party is in power.
