UTODA, give drivers clear guidelines

EDITOR: The Uganda Taxi Operators and Drivers Association (UTODA) recently directed all taxi owners to clearly display their registration numbers on the vehicles.

This was meant to help the Police and passengers in case of any trouble involving a taxi. In Uganda, taxi drivers commit many traffic offences. However, while the directive is being implemented, I have noted that there is no proper format being followed and I wonder whether UTODA gave clear guidelines.
