EDITOR: While undertaking my internship course at Kampala Metropolitan Police, department of public relations, I had the opportunity to ask one of my supervisors whether they engaged in community outreach programmes.

She struggled with the response making it apparent that they hardly carried out any! In dealing with crime and safety matters, Police acknowledges the need for community participation as partners but has done little in moving in that direction.

They might know that no one partner has the exact answers to the problems but only through coordination can the chances of success be improved.

Community policing, as an outreach technique, for example, involves the public for the purpose of joint crime prevention. Through this, Police can be proactive and can identify the dynamics in crime patterns which other methods may be unable to reveal.

Police therefore needs to invest more time and resources in community policing and other community outreach programmes if they must effectively combat the ever increasing crime rate in communities.
