Our problem has been lack of a comprehensive law on pornography.
This is why the Bill is so important because it will define the offence of pornography. It will also put in place sentences that will deter and discourage pornography as well as ensure the law is implemented.
The Bill states that a seven-member Anti-Pornography Committee will be established to crack down pornography by collecting and destroying pornographic material, educating the public on the dangers of pornography and rehabilitating those who have been ensnared by this vice. Pornography believes ‘sex sells’ so it glorifies porn stars who portray themselves as sex objects.
Pornography also ridicules faithfulness and abstinence. It encourages reckless sexual behaviour and disregards consequences like acquiring sexually transmitted diseases. It also leads to fornication, rape and adultery. In addition, pornography is linked to prostitution. A recent study has shown that prostitution is on the rise in Uganda.
Pornography depicts all kinds of sexual abuse and worst of all, sometimes children are used in these adult films. Pornography destroys marriages because it makes the married despise monogamy and desire multiple sexual partners. As a result, a porn addict will find it hard to maintain a stable relationship because he or she will always be on the prowl for the next sexual partner.
Whereas there are various hefty fines in this Bill, overall, the maximum sentence for the offence of pornography is 10 years and a maximum sentence of 15 years for child pornography.
The Government of Uganda has zero tolerance towards pornography. I appeal to all Ugandans to welcome the Anti-Pornography Bill 2010.
